Cournot behavior with Increasing Returns to Scale

This version:
        - uses the recalibrated data base with Cournot markups
        - Allows for Cournot and increased returns to scale in manufacturing
        - Allows for change in competition policy for Japan
        - Allows for Cournot and IRTS under long run Solow closure for capital
          stock adjustment

Experiments and corresponding files:

DEFAULT.EXP (Joe's exp #5) ==> DEFAULT.CLS; DEFAULT.PRM; FRTRADE.SHF
COMPOL.EXP  (Joe's exp #6) ==> DEFAULT.CLS; DEFAULT.PRM;  COMPOL.SHF
COURSOLW.EXP (Joe's exp #11) ==> COURSOLW.CLS; DEFAULT.PRM; FRTRADE.SHF

See the GTAP Web Page for more information about these experiments and how to
use them to learn about RunGTAP and GEMPACK.

I.	SUMMARY

        This version of GTAP uses a 3-good (manufactures, food, and services),
        2-region aggregation (Japan and Rest-of-World).
        Three closures are provided, corresponding to default experiment
        (Cournot behavior under increasing returns to scale), changing
        competition policy for Japan, and Cournot/IRTS under long run Solow
        type capital stock adjustment.

II.	REGIONS AND COMMODITIES

The regions are:
        Japan                                                   JAPAN
	Rest of the World                           		ROW

The 3 goods are:
        food, agriculture, and resources                        PRIMARY
        manufactures                                            MANUFACTURES
        all services                                            SERVICES

III.	EXPERIMENT FILES: SHOCKS, CLOSURES AND SOLUTION METHOD- :

        Use the "Hands-on Document to Introduce GEMPACK, GTAP and RunGTAP"
        in GTAP's web site. It contains a step by step guide to the use of
        RunGTAP: generating shocks, running experiments, looking at the
        results, saving experiments and results. This aggregation includes
        two shock files that can be loaded to simulate the experiments as
        explained below.

	SHOCKS

Two sets of shocks are provided as SHF files. These are:

        FRTrade.SHF which is used in default experiment and experiment
                with long run Solow capital accumulation

                This shock statements read from two shock files:

                TMS.SHK: this file includes all the shocks necessary
                        to full removal of import tariffs between JAPAN and
                        ROW

                TXS.SHK: this file includes all the shocks necessary
                        to eliminate the ad valorem export tariff rate
                        between JAPAN and ROW

        ComPol.SHF which is used to implement the competition policy
                shock for Japan

Use the "Load File of Shocks" button on the shocks page to access these SHF
files.

	CLOSURE

        variation parameter
        Closure file :          ComPol

        Closure file :          CourSolw

        SOLUTION METHOD:
