EU-South Africa FTA 21x10 using version 6 of the GTAP Data Base

This module is used to simulate the effects of a Free Trade agreement using the EU-South Africa free trade agreement as an example.  The model used is an extension of the standard GTAP model.  A tariff revenus sharing pool has been incorporated to allow regions to be set up which share tariff revenue in fixed proportions.  

To run the experiments you first need to run altertax and then create a new version using the updated data.  The altertax experiment does two things:
a) ensures that bwa and xsc external tariffs are the same as xsc in the intial database
b) sets the proportion of the tariff revenue sharing pool that each aggregated region within the sharing region receives.

Note: An aggregated region is used to indicate the aggregated list of regions in the GTAP database (column 1 below).  Sharing Region refers to the revenue sharing region (column 2 below).  In this version there is one revenue sharing region sacu which contains two aggregated regions - bwa and xsc.
