"Economic and nutritional effects of wheat self-sufficiency in Ethiopia" by Flaig, Dorothee, Christian Troost, Simon Ehjeij, Samuel E. Kayamo, Demeke Nigussie and Kirsten Boysen-Urban Abstract Ethiopia has been among the four most important wheat producing countries in Africa for the last two decades . Nevertheless, it still needed to import a substantial amount of wheat from international markets to cover its domestic wheat demand. Since 2019, the Ethiopian government has made reaching self-sufficiency in wheat a key priority in its economic development strategy in order to improve the countries food security, reduce vulnerability to global price fluctuations and reduce the need for foreign exchange for food imports (import substitution). While significant increases in wheat production have already been observed and brought the country closer to self-sufficiency, the expected effect on food security and the Ethiopian economy remains unclear. Among other things, it will depend on whether the production increase is achieved by yield increases and expansion onto hitherto unused land or by the replacement of other food crops on existing crop land. Reduction of foreign exchange use will also depend on the extent to which the wheat production expansion is driven by fertilizer use and imports. In light of the aforementioned context, the study aims to address the following research question: What would be the impact of a substantial expansion in wheat production (area) on the agricultural sector and on food and nutrition security in Ethiopia? The study analyses the impacts of an expansion of wheat production on the agri-food sector including production decisions and factor and input use, farm income and agri-food prices. In addition, we analyse effects on availability and affordability of food and the composition of diets and associated energy and macronutrient intake in Ethiopia by employing a CGE model to compare the potential effects of different scenarios through which this expansion could be reached |
