"The Effects of Global Trade Liberalization on Toxic Emissions in Industry"

Abstract
Estimates of the output effect of the Uruguay Round and of a hypothetical subsequent agreement for free trade in manufactures are constructed using a computable general equilibrium model. These estimates are combined with estimates of the toxic intensity of industrial activities to generate estimated changes in pollution associated with trade liberalization. Liberalization reduces global pollution moderately, by reducing overproduction in protected "dirty" activities, and by reallocating "dirty" production from developing to developed countries. Parts of Asia, and the economies in transition, may become more polluted as a result of liberalization. Improvements in emissions technology due to emissions-generated income increases are estimated to be of second-order importance.
