Abstract
The tariff structure in a asymmetries integration context is based in the interest of the major countries . The trade policy must be search efficience beyond the protection. The present study found that if a regional block want to be a dynamic actor in the trade world should decide a low tariff structure.On the other hand, when exist significative asymmetries between countries in the integration process, it is neccesary create a compensatory policy for obtain a unique common external policy
