"Evaluation of non-tariff measures for African agricultural exports to the EU in a CGE framework"

Abstract
This paper evaluates the role of Non-Tariff Measures (NTMs) on agro-food trade between the EU and Africa. Given that the effects of NTMs cannot be generalised across products and regions. The analysis considers several agricultural and horticultural products exported from Côte d'Ivoire, Kenya, Morocco, Uganda and South Africa. After a brief introduction, we present a review of trade patterns for selected African countries and their respective exports to the EU. The third section describes an evaluation of NTMs on African agricultural products conducted by interviewing African export companies. In five countries 95 exporters have been interviewed to obtain first hand information on obstacles to exports in five main topics: taxes and subsidies, customs and procedures, standards and regulations, specific limitations, and distribution chain and infrastructure. The survey focused on main agricultural and food products currently exported from the selected African countries to the European Union (EU) and included two main sections per topic, firstly, grading the impact of more detailed NTMs, and secondly, answering more specific partly quantifying questions. Then, in Section 4 several indices corresponding to following categories have been built: a) taxes and subsidies, b) customs and procedures, c) standards and regulations, d) specific limitations and e) distribution chain and infrastructure. These indices are integrated into an econometric study based on the approach presented by Fugazza (2008) to obtain estimates of the NTM effects on bilateral trade between the EU and the African countries. Furthermore in Section 5 the values obtained from the econometric analysis were transformed in ad valorem tariffs (AVEs), into a computable general equilibrium (CGE) model to study the effects of their presence and removal.
