"Documentation for Energy Price/Tax Database" by Malcolm, Gerard and Mustafa Babiker Abstract April 1998 This documentation describes one part of a project funded by the United States Department of Energy. The project aims to improve the analytical basis for the development of policies relating to carbon restrictions under the Framework Convention on Climate Change. Cost-effectiveness analysis demands some attention to the question of 'leakage' - how much are the restrictions on Annex I countries likely to be diluted by shifting patterns of trade and production? In addition, questions of international competitiveness have surfaced. Studies of this problem undertaken to date suffer from severe data limitations. |
