"China and India Biofuel Policy, Food versus Fuel?"
by Beckman, Jayson

Abstract
There are more than 50 countries with biofuel mandates, of which, Brazil, the European Union, and the United States are probably the best known. However, biofuel production growth in those countries has largely stalled since 2011 (Beckman, 2015); thus mandates in developing countries have become increasingly important for industry growth. Further, 3 of the 4 largest energy consumers are developing countries. However, of the 3, China and India have perhaps the best prospects as emerging as the largest producer/consumer of biofuels. This is because Russia focuses on products derived from oil. But, China and India’s biofuel mandates are very ambitious, especially compared to current biofuel production and production prospects.
