"Improving Global Value Chain Analysis: Introducing Tariff Revenues into a GTAP-Based MRIO Framework"

Abstract
In this paper, I develop the first multi-region input-output (MRIO) framework that explicitly incorporates tariff revenue data. To develop the MRIO, I develop shares of agent- and source- specific import flows from the TASTE version 9 Database to the GTAP version 9 Data Base. By using tariff revenue data, I improve the MRIO construction process itself; I am now able to ensure that the pricing (world vs. market) of the shares is consistent with the pricing of the trade data in the GTAP Data Base to which these shares are applied. Further, by incorporating the tariff revenue data, I allow for differential tariff rates across consumer and firms. This new development offers improvements in global value chain analysis, allowing for a more accurate estimation of the impact of trade liberalization on consumers and firms, differentially and respectively.
