"MAcMap data base: recent developments and future perspectives" by Pichot, Xavier, Mondher Mimouni, Dzmitry Kniahin and Antonia Ngavozafy Abstract ITC MAcMap tariff data base provides a comprehensive snapshot of tariff policies in the global economy. The objective of this paper is to analyse the major developments related to the recently constructed 2014 MAcMap tariff protection data base for GTAP 10th version. It provides stylized facts on the evolution of the global tariff protection over the recent period (2011-2014). However, the proliferation of bilateral and regional preferential trade agreements shows the importance of taking into account dismantling tariff schedules and bilateral tariff projections across years. Based on the same methodology as in the GTAP protection data base, ITC has built TPP tariff data base that covers 12 TPP members. The aim was to analyse tariff projections in the existing agreements among signatory countries as well as in the negotiated TPP agreement for the period from 2014 to 2046. In 2016, we have extended this analysis to the rest of Asia-Pacific countries. This work brings significant improvements to CGE modelling. The increasing number of FTAs opens new trade opportunities between signatory members, but it also creates trade diversion effects and affects fragmentation of the production processes subject to the rules of origin. ITC MAcMap tariff data base provides a comprehensive picture of the tariff protection applied by 199 countries. However, there is currently no comprehensive data base on preferential rules of origin. In order to understand the sourcing of imports as well as global value chain opportunities, it is crucial to develop new RoO data base for better economic analysis. |
