"Estimation of home bias data base for Public Procurement Analysis"

Abstract
The analysis of policies affecting public procurement, in particular changes that improve trade facilitation via the reduction of home bias is in much need of estimates of home bias. The public procurement literature indicates that if the share of imports in private consumption is much larger than the share of imports in government consumption, then this is an indication of home bias. In this paper we use the GTAP Data Base to estimate home bias using intermediate uses rather than end uses and in addition we estimate these at the sectoral level. This estimation will help us establish if there is home bias in all sectors. We plan to use this development to calibrate the GTAP public procurement data base to contribute to the analysis of public procurement.
