"Towards Investment in the Sustainable Tuna Fisheries in Tanzania: a computable general equilibrium model approach " by Maskaeva, Asiya Abstract The Government of Tanzania and the Revolutionary Government of Zanzibar have adopted many policy decisions to foster sustainable usage of natural resources including marine fisheries with a focus on increasing fish catch at a sustainable level. Despite these positive efforts, the potential for tuna fishery in Tanzania is largely unknown and Tanzania is yet to benefit fully from this valuable resource. Three policy scenarios have been simulated in this study: investing in the ocean economy; fluctuation of world fuel prices; and the economic potential of tuna fishing capacity transfer. The results of the first simulation reveal that an investment in the Tanzanian EEZ involving the purchase of fishing vessels positively affects economic variables. Real GDP, demand for workers, particularly in the tuna sub-sector, and output increase except for output for public administration. A decline in the output in public administration can be explained by an increase in public investment which reduces the expenditure on the sector leading to the reduction in the output. In the second simulation, higher import prices of fuel negatively affect many macroeconomic variables including total investment expenditure (-8.7%), gross fixed capital formation (-3.2%), and employment (-0.4%) and exports. A decline in output in most sectors leads to a drop in GDP with a significant decline being in the manufacturing sector. Higher import prices translate into higher purchasing prices for both domestic producers and final consumers. In the last simulation, increased productivity in the tuna sector due to the capacity transfer programs positively affect production, increase GDP and improve household consumption. The capacity transfer agreement is among the suitable options for Tanzania to develop its local fleet and increase the fishing capacity. At the same time, it ensures sustainable exploitation of tuna fishery resources. |
