"Macro-economic impacts of low-carbon infrastructure investments in France " by Hamdi-Cherif, Meriem, Alexandre Tourbah, Frederic Reynes, Jinxue HU, Gissela Landa Rivera and Paul Malliet Abstract Infrastructure policies constitute an essential lever in efforts to reduce greenhouse gas emissions and adapt territories to the consequences of global warming. In view of the environmental transition in France, significant investments will have to be made in the years to come to transform, renovate and maintain the infrastructures, leading to significant socio-economic changes on the scale of the country. This article gives the amounts of additional investments in infrastructure necessary to achieve the objectives of the National Low Carbon Strategy and the Multiannual Energy Program, according to two distinct scenarios ("Pro-techno" and "Sobriety") before analyzing the macro-economic and sectoral consequences. The results show a significant increase in GDP (from 1 to 1.2%) and the number of jobs (between 300,000 and 400,000 additional jobs) during the first decade (2021-2030) in both scenarios; the profits being distributed between different sectors of activity, first and foremost public works and services. After 2030, the economic impacts are less marked in the Sobriety scenario, due to lower investments in the road and rail sectors, and the development of sites, but remain positive on both activity and employment. The analysis carried out highlights the sensitivity of the results to additional assumptions associated with these scenarios, in particular the drop in energy imports by France. |
