"Measuring the Risk of Foreign Supply Chain Exposure" by Zhao, Yu, Xiang Gao, Chen Zheang and Cuihong Yang Abstract In view of challenges triggered by the sequential international emergencies, supply-chain resilience has been often valued as the prior objective in building global value chain. And the foreign supply chain exposure has become one of the most focused indicators to reflect the supply-chain resilience. However, the risk of foreign supply chain exposure encompasses not only its magnitude (associated with the impact after foreign supply chain disruption), but also its concentration across import sources (related to the probability of foreign supply chain disruption and the diversity of alternative choices when facing the disruption from a certain supplier). Thus, the paper proposed a comprehensive measure considering both the magnitude of foreign supply chain exposure and its concentration level. For empirical illustration, the paper assessed China’s risk of foreign supply chain exposure and compared the results that only focus on direct imports. The proposed measure is able to clarify the risk exposure hidden in deeper levels of international connections, providing a quantitative pre-assessment for the potential impact from different shocks. |
