"WTO vs. TRAINS: A quantitative comparison of time-varying ad-valorem equivalents for non-tariff trade measures"

Abstract
In trade literature, Non-Tariff Measures (NTMs) have frequently been studied to assess their effects on trade. With the increasing implementation of NTMs, NTM incidence data is employed to estimate Ad Valorem Equivalents (AVE). Currently, most studies use two different NTM databases: TRAINs from the UNCTAD and WTO notifications from ITIP.

Researchers typically rely on one of these datasets, with static analyses favoring TRAINS data due to the detailed information. However, a drawback lies in its limited country coverage and limited collected years. Indeed, as this data represents a snapshot of the currently implemented NTMs, if data are not collected every year, it is difficult to use in a time-varying analysis.

On the other hand, the WTO notification data offers broader coverage but does not provide withdrawal dates for measures such as Sanitary and Phytosanitary (SPS) and Technical Barriers to Trade (TBT). In addition, the notification year can differ from the implementation year, which would bias the estimated AVE.

While existing literature discusses the merits and drawbacks of each database, there remains a gap in research that quantitatively compares the overall quality of these datasets. The primary objective of this study is to assess whether the AVEs derived from the two databases, using the quantity-based method, produce similar estimates. Our focus will be on countries present in both the WTO and TRAINS databases and covered for a certain time period (such as the EU, US, and UK). Furthermore, this study intends to obtain a database that would combine both NTM incidence information from WTO and UNCTAD, to broaden the covered years and countries.
