"Public Spending on social protection and their impacts on economic growth in Morocco: A SAM multiplier and CGE Model Analysis" by El Baouchari, Nabil and Radouane Raouf Abstract Countries must ensure a minimum social protection level for individuals, as it is a human right recognized in the Universal Declaration of Human Rights (1948) and under international human rights law. The ultimate goal of social protection is to combat poverty and inequality and improve social inclusion for all people. (United Nations, 1948; ILO, 2020; OECD, 2019) Following the COVID-19 crisis, the Moroccan government aimed to build a national model of a social state where the citizens were at the center of all reform and development projects. Thus, in 2021, the government initiated an ambitious project to extend social protection by 2025, unfolding in four progressive stages. This national project needs much more public spending on all social services, such as education, health, and cash program transfers. Given the socio-economic situation and the efforts from the Moroccan government to expand social programs in the last decades, some crucial questions remain: can social expenditures, in fact, stimulate Morocco’s economy and generate inclusive growth and development? Do varied categories of governmental social expenditures present different responses regarding their impacts on promoting economic growth in Morocco? What are the social expenditures with the most significant effect on Morocco's aggregate, considering an additional unit of public spending? This paper seeks to answer these questions through the multiplier model and CGE model based on the social accounting matrix for Morocco (SAM-2019) and PEP 1.t model (Decaluwe et al., 2013), respectively, to analyze the effects of public spending on social protection on economic growth and household income in Morocco. |
