"Trade Facilitation and Food Security in Jordan: Addressing Transport Non-Tariff Barriers Amid Regional Crises" by Ashour, Sara, Jonas Luckmann and Harald Grethe Abstract This study investigates the impact of transport-related non-tariff barriers (NTBs) on Jordan’s food security, with a focus on the consequences of regional geopolitical disruptions and structural inefficiencies in the trucking sector. As a small country sourcing over 90% of its essential food commodities from imports, Jordan's reliance on a limited number of trade corridors has exposed its food system to high freight costs and logistical bottlenecks, particularly following the closure of the Nassib-Jaber border crossing with Syria. Drawing on newly compiled regulatory data and a 2021 Social Accounting Matrix (SAM), this paper applies a single-country Computable General Equilibrium (CGE) model to simulate the effects of improving land transport efficiency through two scenarios: reduced freight margins and enhanced transport sector productivity. The findings reveal that lowering transport costs can lead to measurable gains in food availability and economic welfare, with GDP rising by 0.6–0.7% and household welfare increasing by 0.3% of the base income. The results underscore the critical role of logistics reform in enhancing resilience, especially under recurrent regional crises. Policy recommendations include harmonizing transport regulations, upgrading fleet infrastructure, and expanding regional cooperation to reduce procedural delays and border inefficiencies. |
