"Land use change and fossil fuel subsidy reforms" by Argueyrolles, Robin and Ruth Delzeit Abstract Evaluations of fossil fuel subsidy reforms have so far overlooked their impact on land use. Yet, reforms are known to interact with biofuels, whose emission balance is dependent on land use and cover changes. Coupling a Computable General Equilibrium (CGE) model with a biophysical crop growth model, we simulate oil subsidy reforms’ impact on the economy, land use, and GHG emissions from fossil fuels, land use, and land cover change. The linking approach captures the feedback between biophysical and socio-economic drivers of land use while accounting for bilateral trade and general equilibrium effects in the economy. At the global scale, the impact of reforms on land use is unlikely to offset their net reduction in GHG emissions. However, land-use change patterns vary geographically at a 0.5° spatial resolution. The assessment of domestic fossil fuel subsidy reforms is accordingly subject to variations that may be especially important given the localized costs of land use for carbon storage. Countries or regions at risk could benefit from complementary policies such as land zoning to mitigate land spillover effects. |
