"Reforming Road Pricing: A General Equilibrium Approach to Model Road User Charges"

Abstract
This paper develops a computable general equilibrium framework for modelling road user charges (RUC) in a way that separates road use from fuel use. The work extends VURMTAX, a dynamic regional CGE model with detailed tax treatment, by introducing explicit vehicle-use sectors, distinguishing households from commercial road users, separating commercial vehicle use by class, carving out off-road commercial vehicle activity, and designing a road-use charging mechanism that can be used for modelling road user charges in counterfactual simulations through the removal of an implicit subsidy.
