"Impact of the Removal of the WTO Moratorium on the Cross-border Audio-Visual Services Trade "

Abstract
This paper presents the impact of revoking the WTO moratorium on imports of audio, visual, digital, and streaming services from Argentina, Brazil, Indonesia, India, Kenya, Nigeria, Thailand, and South Africa. Two scenarios: 1) A unilateral tariff and 2) Reciprocal tariffs, on these sectors are analysed using a GTAP model. Tariffs hurt GDP, exports, imports and employment in both scenarios, with the magnitude being greater when reciprocal tariffs are imposed. Audio, visual, digital, and streaming services imports and exports decrease in both scenarios. Exports in these sectors decrease far more when reciprocal tariffs are imposed as compared to unilateral tariffs. India seems to be impacted the most among the countries. The revenue that is expected to be realized on account of tariffs is far less than the loss in GDP and other macroeconomic parameters.
