CBAM imposes certificate costs tied to carbon intensity and EU standards, with full compliance beginning in 2026 as EU ETS free allowances are phased out. Countries with high carbon emissions and strong EU trade ties face the greatest risks, while cleaner producers may see competitiveness gains. CBAM also pressures governments to reform domestic carbon pricing. This study uses disaggregated CGE modeling to assess diverse impacts and highlight policy recommendations. |
