"Integrating Carbon Tax into Environmental Sustainability: GTAP-E-Power Evidence from Uzbekistan and Post-Soviet Economies"

Abstract
This study develops a GTAP-E-Power model to stimulate the effects of introducing a carbon tax in Uzbekistan and other post-Soviet economies under three scenarios: (1) a carbon tax, (2) a carbon tax with subsidies for renewable energy, and (3) a carbon tax with reductions in individual income tax. To ensure comparability, carbon tax rates were calibrated to achieve a 10% reduction in CO2 emissions with differentiated rates across countries. Scenario 2 directs revenues into renewable energy subsidies, whereas Scenario 3 uses them to reduce income tax for unskilled labor. The simulations show that coupling carbon taxation with renewable energy subsidies is the most effective option, simultaneously yielding stronger emission reductions and accelerating the transition toward cleaner energy. Notably, Uzbekistan’s GDP increased slightly in all three scenarios, with the largest gains observed when revenue was directed towards renewable energy subsidies.
