"Chapter 11D: Domestic Support in the European Union"

Abstract
This text documents the EU domestic support component of the GTAP database version 12a, with 2019 and 2023 as reference years. In this version, CAP Strategic Plans (Isbasoui and Fellmann, 2024) are used to catalogue EU domestic support– split into (i) market support and (ii) rural development payments. In versions 9, 10 and 11 (Aguiar, et al., 2016, 2019, 2022), the Clearance Audit Trail System (CATS) database of the European Commission (EC) was used. To maintain consistency across releases, the data follow the conventions adopted in previous versions (Boulanger, Philippidis, and Jensen, 2016, 2019, 2022). The shift to CAP Strategic Plans (CSPs) reflects the availability of detailed information in the public domain, consolidated and harmonized across Member States to support consistent analysis and integration into agro-economic models.
