"An Integrated Tariff Analysis System: Software and Database" by Forbes, Matthew, Jane Fry, Patrick Jomini and Alexandra Strzelecki Abstract The Integrated Tariff Analysis System (ITAS) is a suite of SAS programs developed to analyse the possible effects on applied tariffs of systematic reductions in the bound rates in the context of the Doha Development Round. The ITAS produces estimates of post-Uruguay Round bound and bilateral applied rates for HS6 level industrial product codes. The estimates of bound and applied rates are available for 19 importing countries: Australia, Bangladesh, Brazil, Canada, China, EU, India, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Philippines, Singapore, Taiwan, Thailand, South Africa and the United States. The ITAS aggregates final data to match the region and product classifications used in GTAP. Changes in these trade-weighted average applied rates are then available for use as input shocks for GTAP simulations. A range of already produced 'shock' files is available. The ITAS Working Paper provides an overview of the structure of ITAS. It describes the raw tariff and trade data on tariffs and explains how these data are used to estimate post–Uruguay bound and applied rates suitable for multi-country analysis of tariffs. It outlines how formulas are used to estimate new bound and applied rates resulting from systematic reductions in bound rates. The paper also describes the range of summary data that are produced by ITAS. |
