"Regional Equalization Transfers in Russia: effect on macroeconomic and social stability."

Abstract
In this paper we present a multilevel government model of the Russian economy which identifies trade, consumption, and production by region within Russia, as well as taxes collected by level of government and intergovernmental transfers. The purpose of the modeling effort it to trace through the economy wide behaviour implication of changes in intergovernmental transfers calculated to achieve equalization across regions given differences in both regional tax potential and budget needs. We build various formula approaches to equalization into the model code, and trace through the model implications as interregional transfers change.
