"Trade Policy Options for the Philippines"

Abstract
Major shifts in trade policy occurred in East Asia (especially Japan and China) following the Asian financial crisis. A phenomenon of new bilateralism and new regionalism arrangements has emerged. As a member of the ASEAN, the Philippines is now party to new and proposed plurilateral arrangements in the region such as ASEAN-China, ASEAN-Japan, ASEAN-Korea, ASEAN-India and the larger regional grouping of ASEAN10+3 (China, Japan, and Korea). At the same time, bilateral efforts are on the way with Japan engaging in arrangements with separate members of the ASEAN starting with Singapore in 2002. Negotiations are also on-going for Japan-Philippines and US-Philippines bilateral arrangements. Multilateral trade liberalization under the Doha Development Agenda is also at hand.

The paper seeks to analyze the differential economic impacts of the different new and proposed bilateral, regional and multilateral arrangements on the ASEAN economies, focusing primarily on the Philippines.

The study will use the GTAP CGE model and latest version of the GTAP 6 database. The regional aggregation separately identifies the key ASEAN economies as well as China, India, Japan, ANZ, and USA. The database captures preferential tariffs and improved domestic databases for the ASEAN member countries. Supplemental data on alternative tariff cutting scenarios, including designation of special products for developing countries, under the DDA will also be used.

Alternative scenarios involving bilateral arrangements (Philippines-Japan, Philippines-USA), plurilateral (ASEAN-China, ASEAN-Japan, ASEAN-Korea, ASEAN-India), regional (ASEAN+3), and multilateral liberalizations under the DDA will be simulated to assess the differential impacts on the Philippines and her economic sectors.
