"Effects Of Distortions To Agricultural Incentives in Latin America " by Anderson, Kym, Ernesto Valenzuela and Dominique van der Mensbrugghe Abstract The GTAP protection database, designed for tariff and agricultural subsidy policy analysis, is less than ideal for estimating the effects of current distortions to agricultural incentives because of the continued influence also of explicit or implicit export taxes, food consumption subsidies and other domestic distortions. The CGE Linkage model will be used to compare the effects of current policies according to the standard GTAP protection database with that derived from a new set of estimates of agricultural distortions. Results will be presented on the effects of current policies versus free markets for all goods on agricultural markets, net farm incomes and national welfare for Argentina, Brazil, Chile, Colombia, Ecuador and Mexico. For each of these countries we also compare the effects of (i) their own-country policies versus those of the rest of the world’s distortionary policies, and (ii) their agricultural policies versus their non-agricultural policies on net farm income. |
