"What role subsidies? A CGE analysis of announcement effects of future policies on the development of emissions and energy consumption in Finland"

Abstract
This study evaluates the effects of the European energy directives on Finland. We have studied two alternative scenarios, the first with a 7 per cent increase from current share of renewables, the other with an EU-wide 11.5 per cent flat rate increase. In the study, feed-in tariffs and tax breaks are used to encourage the use of renewable energy, whereas emission trading is used for cutting GHG emissions. We assess the macroeconomic effects of these policies and also consider the role expectations may have in the reaction to pre-announced cuts in taxes.
