"The financial crisis and the impacts on the achievement of the Millennium Development Goals: The case of Chile" by De Miguel, Carlos, Raul O'Ryan and Mauricio Pereira Abstract As a result of constant economic growth and social policies implemented in the last twenty years, Chile is close to achieving the Millennium Development Goals (MDGs). However, the impacts of recent global financial crisis could reduce these achievements and in the worst cases even experience a reversion. The impacts of the crisis as well as the effects of the applied public policies in growth have been assessed using the dynamic general equilibrium model MAMS as well as micro-simulations. The results indicate that the short term impact of the crisis have low effects on the achievement MDGs in Chile. However, there is a decline in its performance and indicators, particularly in primary education, water supply and sanitation. In addition, the improvements of those already achieved goals stuck or worsen. Reduction of poverty and unemployment depends on the counter-cyclical policies. The implementation of countercyclical policies can mitigate the adverse effects of the crisis on MDGs. The effectiveness of these policies depends on how they are applied. Indeed, the focus on policies to increase resources for health and education sectors reduces the gap on unmet goals. Finally, we analyze and quantify the costs of these policies, the extra expenses required to meet the goals after the crisis, and the best financing options. |
