"ANALYSES OF BUDGETARY ALLOCATIONS TO CHILD HEALTH"
by Sarfo, King Kojo

Abstract
In the past, policy and budget decision-making have been left to government officials. Yet it is important for citizens to engage in debates on issues that affect society. Civil society efforts to advocate for re-prioritization of government spending plans in favour of child development recognize that the long run future of Ghana depends on the quality of its people- their knowledge, skills, health and well-being. Children below 15 years constitute close to 44 per cent of Ghana’s population. Placing children at the centre of development planning will allow for sustainable socio-economic development of all citizens. A commitment of financial resources is only one prerequisite for meeting basic needs. There are also many important interventions that can make a positive impact on child development.

The findings of the study are based on a community assessment of budget support to child health, particularly infant and under-five mortality, with Savelugu Nanton District as the study area.

With the above mentioned issues in mind, and in particular with a view towards effective ways to promote broad-based budgetary formulation process, Government, development partners and donors should make good use of research findings and broaden their level of consultation, and involving the target communities to ensure tailor-made assistance to address specific challenges facing them.
