"Augmenting GTAP database with data on institutional transactions"

Abstract
The Global Trade Analysis Project’s (GTAP) database is used to calibrate the vast majority of global computable general equilibrium (CGE) models. But all versions of the database have been parsimonious in their coverage of intra institutional transactions within and between regions; consequently domestic institutions – private households, (incorporated) enterprises and government - neither pay income taxes nor save and they are not recipients of incomes or transfers from other regions. Some of the constraints imposed by these limitations of the GTAP database have been partially addressed; McDougall and Hagemejer (2009) seek to include incomes taxes paid by households and enterprises as taxes paid factors, Walmsley et al., (2007) include details on labour incomes from abroad as part of the GMig satellite accounts, and McDonald and Sonmez (2004) augmented the current accounts so as to separate out the non trade balance elements from the balance on the capital account. These contributions have recently been consolidated in the R23 SAM (McDonald et al., 2016). The R23 SAM is a globally complete, i.e., it encompasses all transactions, and consistent, i.e., all transaction are fully reconciled - all income transactions have identical equivalent expenditure transaction, database that is a global extension of the 123 model’s SAM. The within region transactions are the same as those that would be found in a macroeconomic SAM with extended tax accounts while the inter regional transactions are more detailed; bilateral transactions are recorded for aggregate imports and exports, remittances, aid and other transfers, and where bilateral data are absent multilateral equivalents are included.
