"Non-tariff measures and trade restrictiveness: Evidence from a new database" by Bown, Chad, Hiau Looi Kee and Alessandro Nicita Abstract This paper provides estimates for the ad valorem equivalent of non-tariff measures based on a newly collected database for a wide range of major economies, including many members of the Trans-Pacific Partnership (TPP). These estimates allow us to assess the restrictiveness of non-tariff measures in these countries. Preliminary results suggest not only that these non-tariff measures are quite restrictive, but also that they are often much more restrictive than these countries’ applied tariffs. |
