"Policy drivers of agro-food GVC participation"

Abstract
Recent work on agro-food global value chains (GVCs) has shown that there is significant variation in the participation both across agro-food sectors and across countries. A large part of the observed differences is explained by structural and product characteristics, but not all. Large variations in regional participation and those within different sectors point to a strong influence of government policy on patterns of GVC engagement and the trade of agro-food products within GVCs.
This study seeks to explore the effects of policy reform on GVC participation and the benefits created from doing so across 18 agro-food sectors and across a range of different countries. To gain better insight into the impact of reform, while considering the general equilibrium effects created, this study uses the OECD METRO model (OECD, 2015) to explore the effects of agricultural trade and domestic policy reform on GVC participation, employment and domestic value added creation. The approach will be to construct various reform scenarios, evaluate them in the context of the CGE model, and using the updated trade and production results, determine the impact on GVC participation, employment and domestic value added by comparing the base ICIO with the post reform ICIO .
The analysis considers a range of differing policy reforms, focussing on reforms to agricultural trade and domestic support policies (a range from full liberalisation to partial reforms with varying degrees of developing country involvement). Reforms to trade policies in other sectors of the economy are also included. These scenarios are explored as a combination of separate and additive reform experiments, in particular, combining the agricultural trade and domestic support reform scenarios (with and without trade reforms in sectors outside of agriculture).
