"Services Trade Policy, Evidence from a World Bank-WTO Database"

Abstract
The empirical analysis of services trade policy is still in its infancy. Our limited knowledge of the pattern and evolution over time of services policies contrasts with our growing awareness of the importance of services in economic activity. Knowledge also does not match interest in national reform and international cooperation in services, manifested in the increas ing number of PTAs including disciplines on trade and investment in services. Significant progress has been made over the last decade (particularly at the World Bank Group-WBG- and OECD) to develop databases on countries' regulations and policies affecting trade in services, and methodologies allowing for the quantification of those restrictions. This paper describes a new Services Trade Policy Database, which builds on and expands the earlier World Bank Services Trade Restrictiveness Database. The new database is developed jointly by the WBG and the World Trade Organization (WTO) and contains comprehensive information on services trade policies of economies in 23 sectors across five broad areas– financial services, telecommunications, distribution, transportation and professional services (accountancy and legal). It provides information on core areas of relevant policies across all modes of supply, as well as on salient aspects such as licensing conditions or cross-border data flows. The paper describes the scope of the data (including details of the comprehensive classification developed by the WBG and the WTO), the data collection process, and compares this new endeavour with other databases. It also describes the services trade restrictiveness index (STRI) which improves on the index developed by the WBG in 2008. This paper presents quantification results, identifying global patterns of services trade policy across sectors and countries. It compares services trade policy in 2016 (year of the most recent data collection) with that in 2008-09 (previously collected by the World Bank).
