"Role of Private Investors in Climate Finance, while traversing to a low carbon economy."
by Mathur, Somya, Ricardo Barcelona, Badri Narayanan and Rahul Sen

Abstract
Climate finance has remained on the agenda of the United Nations Framework Convention on Climate Change (UNFCCC), since its formation in 1994, to direct funds to climate change activities. The Paris Accord in 2015 has renewed the pledge of transitioning to a low carbon economy and to mobilize financial resources for the mitigation of emissions and adapting to climate-resilient development. Since the emission targets mentioned in the Paris Agreement requires a tectonic shift beyond ‘climate finance as usual’. Hence the investments for climate change need to be increased from billions of dollars to trillions of dollars.
Instead of leveraging on scarce public financial resources, efforts need to be done for scaling up private sector investments and by public-private partnerships or using public finance to induce mobilization of private finance. Private Climate finances are directed towards the mitigation and adaptation efforts in response to climate change, development and transfers of low carbon technologies, and capacity building of developing countries. Such transition requires large-scale investments are needed for which public finances are not sufficient.
During the transition from high carbon to low carbon economies, private climate finance is needed for mitigation of emissions and adaptation efforts for resilient development. In our study, we are going to investigate the role of the private sector in Annex I countries and the constraints faced by them in mobilizing additional climate finance while achieving the targets of the Paris accord.
