"Decarbonizing Road Transportation in Korea : A Policy Analysis Using an Integrated Computable General Equilibrium Model "

Abstract
The transportation sector, specifically road transport, plays a substantial role in contributing to greenhouse gas (GHG) emissions, necessitating the implementation of effective policies to achieve net-zero emissions by 2050. In response to this challenge, the Korean government has deployed a range of policy tools aimed at decarbonizing the road transportation sector. These tools include initiatives to enhance the fuel efficiency of internal combustion engine vehicles (ICEVs), promote the electrification of various transport modes, and manage private vehicle demand. Our research endeavors to comprehensively analyze the multifaceted impacts of these policy tools on the Korean road transport system, economy, and environment. To conduct this analysis, we have developed an integrated Computable General Equilibrium (CGE) model that incorporates vehicle dynamics and vehicle choice mechanisms. By employing this model, we have systematically examined six distinct policy scenarios that represent potential transportation policy tools and suggested three policy mix scenarios. Our findings reveal that the current policies planned for implementation exhibit certain limitations in terms of their impact on both the economy and the environment. However, we have observed that policies that directly stimulate the transition, such as subsidies for electric vehicles (EVs), can yield positive outcomes for both the economy and the environment. Furthermore, implementing more stringent measures, such as the prohibition of ICEVs, can contribute to a further reduction in CO2 emissions while also benefiting the economy.
