Abstract
The contributions of health to human capital development and economic simulation draw attention to the involvement of governments in improving this sector, especially in developing countries. Considering the importance of economic growth, governments try to invest more and more in human capital, in particular in the health and education sectors, which leads to an increase in productivity and positively affects the economic outlook.
In Morocco, the health system faces huge resource gaps, especially in human resources. Despite an increased budget in recent years, investment in health remains relatively low (between 4% and 6% of GDP from 2000-2019).
The Moroccan government has several multi-year plans to strengthen the current healthcare system by developing new hospitals, increasing the number of doctors and nurses in training, and opening the market to private investment. To accelerate sector reform, the government launched 2021, an ambitious project to generalize social protection, and allocated $2.4 billion to the healthcare sector in 2022.
This national project will be implemented along four lines. Firstly, the generalization of the basic compulsory health insurance during the years 2021 and 2022. Secondly, the generalization of family allowances during the years 2023 and 2024. The third point concerns the expansion, in 2025, of the base of members of the pension scheme to those who are employed and do not receive any pension. The fourth point concerns the generalization of the job loss indemnity in 2025.
In this context, the present study focuses on a simulation through the computable general equilibrium (CGE) model based on the PEP-1-t to analyze the effects of increased health expenditures on economic growth and household welfare in Morocco. Indeed, the main objective is to make an ex-ante assessment of this plan (National project 2021-2025) and to see its socioeconomic impacts.
