"Economic and environmental impacts of policies promoting a circular food system with a specific role for livestock in the EU" by Gatto, Alessandro, Marijke Kuiper, Hans van Meijl and Corina van Middelaar Abstract Feeding animals with low-cost-opportunity feed (LCF) such as agricultural residues and by-products, and through better use of local resources are two policies under discussion for transitioning towards circular food systems. This study incorporates technical aspects of livestock production into a global economic model to investigate the economic and environmental effects of these circular food system policies in the European Union (EU27). We compare provision of a low subsidy on LCF use with a policy scenario where higher subsidies on LCF use are combined with import tariffs on feeding crops. By promoting the use of LCF and feed domestic sourcing both policy scenarios decrease the environmental impact of livestock production. However, while providing a modest decrease in greenhouse gas emissions, both policy scenarios drive up land use and prices, reduce agricultural wages, and increase agricultural imports. This casts doubts on the effectiveness of these circular food system strategies and calls for complementary policies to mitigate drawbacks and increase expected benefits. |
