"The EU-Mercosur Trade Agreement – Implications for the Agricultural and Food Sector"

Abstract
The EU-Mercosur Association Agreement, signed in its revised form in December 2024, marks a significant development in intercontinental trade liberalization. While proponents cite economic and geopolitical benefits, critics warn of threats to European agricultural sectors, environmental standards, and regulatory autonomy. This paper evaluates the impact of the agreement through a mixed-model framework, integrating a Mixed Complementarity Problem Model (MCP) for tariff rate quota (TRQ) modeling with a Computable General Equilibrium (CGE) analysis. It explores three scenarios: implementation of the revised agreement, the effect of a Chinese import ban on Mercosur beef, and a scenario involving a global trade shock triggered by U.S. isolationism. Results indicate moderate economic gains and limited disruption to the EU agri-food sector from the Mercosur agreement. Especially TRQs, still safeguard sensitive EU agri-food markets.
