"Assessing the local economy-wide impacts of typhoon in Philippine coastal cities"

Abstract
Policy modelling utilizing CGE analysis abound in environmental and climate change issues. Given the equilibrium assumptions of CGE analyses, these studies inherently deal with the long run horizon allowing economists and policymakers alike to design development plans aligned with sustainable development. However, current disaster risk reduction and management challenges brought by strong typhoons and massive flooding events understood to be related to climate change now necessitate policy modeling that can deal with analyses not only in the short run but also at a lower level of analysis than the national i.e., at the subnational.

The research study aims to undertake an analysis of the impacts of typhoons in several Philippine coastal cities, including Marikina and Pasig in metropolitan Manila (major cities in the country’s capital) and in Naga City in Luzon island, and in Iloilo City in the central Visayan region.

The study developed unique city-wide social accounting matrices based on local business taxation and household information and developed counterfactuals on the effects of typhoons on the local economy by undertaking focused group discussions and key informant interviews (including additional desk research) for major typhoons affecting those four coastal cities. The results of the qualitative assessments were translated into losses in capital and labor endowments and constraints in the flow of intermediate inputs and then inputted into computable general equilibrium model; this was done on a week-by-week basis. Implications for both policy development and implementation to address the effects of typhoons and also for modelling disasters at a sub-national scale are then derived.
