"On the success and failure factors of Youth Employment Programs in Niger: An empirical review "

Abstract
Young people constitute a paramount share of the population of Niger. Most of them are exposed to underemployment and unemployment. This paper analyzes success and failure factors of interventions to support youth employability. Using a qualitative approach, it relies both on a desk review and primary data collection conducted through focus groups discussions and interviews about the actual implementation of projects and programs. The results show that the main obstacles to the implementation of actions dedicated to youth employment are the failure of monitoring mechanisms, the weakness of information and communication mechanisms, as well as the weakness of the level of young people initiatives and of the job offer. Ongoing technical support for graduate entrepreneurs seems to be the most successful solution. However, vocational and technical training for young people who have dropped out of school or are not attending school needs to be stepped up to empower them.
