"The Ukrainian Path to EU accession: An impact assessment" by Pelikan, Janine, Verena Laquai, Marlen Haß and Viktoriya Sturm Abstract During the 1990s, Ukraine expressed a desire to join the European Union (EU). However, Brussels emphasized the need for domestic political reforms and linked any progress towards EU membership to these reforms. The war against Ukraine has intensified the accession negotiations. Shortly after the start of the war, Ukraine officially applied to join the EU. In June 2022, Ukraine was granted official candidate status. At the December 2023 EU summit, member states decided to begin accession negotiations with Ukraine. Currently, Ukraine has been granted duty-free market access to the EU until June 2024, causing logistical issues in neighboring states and temporary border closures by Poland, Hungary, Romania, Bulgaria, and Slovakia. Our analysis assesses the short-term trade effects of the expanded market access to the EU and analyzes two scenarios: free trade and a customs union. MAGNET was used for analysis, taking into account uncertainties. The study incorporates current tariff data and baseline assumptions from recent studies and describes trade developments and their impact on domestic production in the EU and Ukraine. |
