"Impacts of Non-Tariff Measures (NTMs) on Regional Trade agreements: An Assessment using the GTAP model and GTAP 11 NTMs Satellite Data Base"

Abstract
Non-tariff measures, in the form of border procedures and customs' administrative requirements, can significantly increase trade costs. This study employs the GTAP model to analyze the impact of these non-tariff measures on trade and other economic indicators. The analysis makes use of ad-valorem equivalents of costs associated with compliance to border non-tariff measures, as provided in economic literature (Kee and Nicita, 2022), and assesses the general equilibrium effects of reducing these costs. The results of the paper inform about the magnitude and effects of costs associated with border non-tariff measures across countries and sectors. While producing sectoral estimates for global trade, the paper will also delve into specific trade agreements (RCEP, AfCFTA, LATMA[?]) to inform targeted policy interventions and enhance trade facilitation programs. As a further contribution, this paper provides some insights on the use of the new GTAP 11 Satellite Data Base database on ad-valorem equivalents of border non-tariff measures in the GTAP model.
