"Analysis of Trade Facilitation policies on Time to Export and Import" by Shiferaw, Habtamu and Taiji Hagiwara Abstract Although tariff and non-tariff barriers reduced over time through different rounds of WTO, the international trade continues to involve higher transaction costs in money and time than domestic trade. As a result, there is a shift towards non-tariff measures and trade facilitation policies as a tool to boost the benefit of international trade. This study estimates the impact of trade facilitation policies on customs clearance time using econometrics model. Further, the welfare and macroeconomic impact of trade facilitation policies are analyses using GTAP model. Our estimation result reveals that from 11 trade facilitation indicators, only Formality-documents and fees & charge significantly reduce customs clearance time for documentary compliance. For border compliance, the trade facilitation policies that significantly reduce export clearance time are formality-document and governance, while only formality-document significantly reduce import clearance time. The CGE result indicates that a reduction of customs clearance time is expected to increase GDP of middle and low-income countries with substantial improvement reported in low-income SSA regions (17.36%). Besides, the welfare of all regions improves due to mainly technological change effect, while EU regions and the high-income Asia Pacific regions reported welfare loss attributed to a loss in allocative efficiency and terms of trade effect. The world welfare improves by around $33 million. Our result reveals that reduction of customs clearance time using trade facilitation policies improve world welfare as well trade among countries |
