Biography John Ballingall After completing his schooling in Essex, England, John studied Applied Economics at Massey University in Palmerston North, New Zealand. His Masters thesis was a CGE analysis of a Pacific 5 free trade agreement between New Zealand, Australia, the US, Chile and Singapore, using GTAP. John then moved to Wellington and worked at the New Zealand Institute of Economic Research (an economic consultancy/think-tank) for 4 years. He worked on a broad range of economic issues, with a focus on macroeconomic forecasting, New Zealand’s changing trade patterns, evaluating proposed free trade agreements, regional and national input-output analysis and transport issues. He joined the NZ Ministry of Foreign Affairs and Trade (MFAT) in February 2005 as Deputy Director in the Economic Division. He was responsible for managing the Research and Analysis Unit of the Division. John re-joined NZIER in November 2008 as its Deputy Chief Executive. Current issues of interest to John include: - Food miles, carbon footprinting/labelling, life cycle analysis and the relationship between "new" sustainability issues and trade flows. - Evaluating the economic impact of emissions trading schemes, with a focus on trade-exposed sectors. - Assessing NZ’s options for regional economic integration in the Asia-Pacific region. - Considering how New Zealand’s Free Trade Agreements/Closer Economic Partnerships might be evaluated and monitored. - Assessing the quality of government agencies' policy advice - Using CGE modelling to evaluate infrastructure projects. - Exploring ways to combine CGE with Cost Benefit Analysis for project and policy evaluation. Outside of work, John is passionate about refereeing rugby, playing golf and watching cricket, and loves spending time with his daughter Amie. September 2011 |
