Biography
Carlos Ludena is currently a senior international consultant, working on project development and finance. He is currently working with UNDP, FAO and the Inter-American Development Bank. Between 2008 and 2016 he was a Climate Change Economist at the Climate Change and Sustainability Division at the Inter-American Development Bank. Prior to that he was a consultant for the Economic Commission for Latin America and the Caribbean (ECLAC), The World Bank, the International Monetary Fund, FAO, the Latin American Integration Association (ALADI), the Inter-American Institute for Cooperation in Agriculture (IICA), Japanese International Cooperation Agency (JICA), Central Bank of Venezuela and the Ministry of Finance of Paraguay.

He has made important contributions to the GTAP database, including new and updated Input-Output tables for Bolivia, Chile, Costa Rica, Ecuador, Guatemala, Nicaragua, Panama, Honduras and Paraguay.

Dr. Ludena was awarded his PhD from Purdue University in 2005. His dissertation work under the direction of Dr. Thomas Hertel has been published at Agricultural Economics, Asian Development Bank Working paper Series, Ecuador Central Bank’s Cuestiones Economicas, and in the working paper series of GTAP. He has also publicaciones in other refereed journals and working paper series.

At Purdue, while working as a graduate student at the Center for Global Trade Analysis (GTAP), he was a consultant for the International Monetary Fund, and shared responsibilities in projects funded by U.S. Department of Agriculture and the Inter-American Development Bank. He has been involved with the GTAP center as a course instructor at Purdue and Buenos Aires, Argentina. He was the sole instructor for the one-month special course in general equilibrium for twelve people from the Ministry of Finance and the Central Bank of Paraguay during 2006.
